- Experience as Mechanical and Electrical ( M&E ) Quantity Surveyor and able to leads and work on a small team of QS's / MEP Engineers with a clear role of teaching, mentoring and up-skilling with a focus on general Quantity Surveying skills such as (but not limited to) estimation, detailed cost plans, price comparisons, BoQ preparation, method of measurement, company standard measuring practice etc.
- Ensure robust, accurate and timely in the preparation of Cost Plan and Bills of Quantities from early design information including budget costs for feasibility studies to final account settlement of a project. Work closely with the design team on design economies and identify the opportunity of value engineering.
- Assist the manager in the preparation of procurement strategy, options and contractual strategy specific to the project including contract review, contract risk analysis, recommendations and negotiation.
- Be responsible in the procurement / Sub-Contractor award including preparing Requests for - Proposals (RFP), Scopes of Works (SoW), tender clarifications, tender questionnaires, tender recommendations, price / cost comparisons, negotiating and drafting Contracts.
- Building a MEP Cost Data Base and expanding current vendor list including sourcing quotations from domestic and international Suppliers and Contractors and ensure they are pre-qualified.
- Contract drafting and administration including preparing Contracts, Contract review, collating comments from across the Project Management team, assessing interim payment applications (progress claims), variations / claims, Extensions of Time (EoT) and Final Accounts. Also reviewing and responding to Contractual claims, preparation and issue of letters, notices and contractual correspondence to Clients and / or Contractors to assist the Project Management team in the prevention and settlement of contractual disputes.
- Proactive cost control for projects including transparent and competitive procurement and contractual administration / management processes. Ensure accurate cash flow forecasting and reporting takes place.
- Proactively identifies inefficiencies in existing operations, procedures, documentation and systems, suggests solutions to these issues, discusses with management and is actively involved in their development and improvement.
- Help ensure that commercial processes are adhered to across the department.
Ensure that good customer relationships both internal and external are fostered.

- Perform engineering design evaluations and lead project engineering design, specific to the plumbing discipline. Recommend alterations to development and design to improve quality.
- Responsible for all aspects of engineering design, specific to the plumbing discipline within designated projects. Requires a strong understanding of building codes.
- Prepares engineering analysis of projects, to include: preliminary design, budget analysis, calculations, life cycle costs, and equipment specifications.
- Conducts surveys to gather field data; prepares drawings, layouts, and other visual aids; prepares technical construction specifications.
- Reviews the development of designs for compliance with applicable codes, adopted engineering standards, and good engineering practices; performs field inspections as part of the construction quality assurance process.

The Senior Site Engineer is to involve in the construction planning, organizing and manage construction team to meet the standard and quality and monitor the construction process from ground to finishing, meeting with supplier, sub-contractor, expertise for the specification and method statement, preparing and presenting construction report, budget report proposals to site manager.

Duties and responsibilities
• Follow the master schedule reviewing the resource materials equipment/tool comparing with work and provide the solution for the Master schedule to reach the deadline and goal.
• Prepare the planning all the site work and assign to team member to assure the construction progress is within the control.

•Ensures the timely submission of VO cost

Quantity Surveyor Task (Responsible):
•Liaise with HQ PD on subcontract purchasing and monitoring of packages awarding timeline.
•Review architectural plans and prepare quantity needs for RFQ
•Reviewing tender enquiries and tender analysis for project. Negotiates with respective subcontractors/suppliers to ensure competitive tender and best price being achieved.
•Prepare and draft Purchase Order, Materials Supplies Contracts and Subcontractors Contract Agreement.
•Prepare evaluation of payments for subcontractors and suppliers including site walks, verification, and measurement and evaluate percentage of completion.
•Handling Sub-Contractors re-measurement on site if re-measurable contracts/POs.
•Compiling variations and the variation log and be responsible for all on site variables. Prepare track changes in plans or constructions; update cost, liaise and inform HQ PD. Ensure variations to contract are priced and agreed at the earliest opportunity.
•Prepare cost/value report and liaise with HQ CD and prepare Cash flow forecasting for projects, issuing for incorporation into PM’s monthly reports.
•Preparation, evaluation and agree final account with subcontractors and suppliers.
•Estimate the quantity and costs of materials require for any ad-hoc task.
•Monitoring of contra charges via the NCR log and liaise with HQ PD in contractual notification to Sub-Contractors.

To manage Project Planning, Organization and Management of the assigned design team to meet the project expectation. To perform and manage the complete design process from feasibility study and report, building code and standard compliances, concept design, design development, technical design, tender documents and procedure, construction documentation and design management during construction.

• Co-ordinate and consult with other members of the projects, including Engineers, Environmental Specialists, Architects, and Landscape Architects.
• Analyse configurations of the basic structural components of a building or other structure;
• Calculate the pressures, stresses and strains that each component, such as a beam or lintel, will experience from other parts of the structure due to human use or environmental pressures such as weather or earthquakes;
• Consider the strength of various materials, e.g. timber, concrete, steel and brick, to see how their inclusion may necessitate a change of structural design;
• Make drawings, specifications and computer models of structures in compliance to CMED and building authority requirement and standards.
• Liaise with CMED Project team and Structural contractors to ensure erection of building structure is fully implemented as per design construction and shop drawings. Regular site visits will be required for inspections, site meetings and other relevant matters during construction phase.
• Liaise with other designers, including architects, to agree on safe designs and their fit with the aesthetic concept of the construction;
• Where applicable, liaise with government authorities in their own inspections relating to the project.
