Job Description
• Financial Management
o Prepare monthly and annual budget plans;
o Prepare and analyse monthly and annual financial statements;
o Prepare and record documented journal entry;
o Prepare bank account and balance sheet reconciliations;
o Ensure efficient payments and disbursements according to approved documents;
o Prepare payments to staffs including wages, per diems, accommodation, travel allowances, and other related expenses;
o Ensure maintenance of proper books of accounts policy and procedures;Ensure internal control system is functional; and
o Solve problems related to accounting and financial procedures of the project.
o Audit Management
o Procure audit services in accordance with procurement policy and procedures Manage the audit assignment;
o Submit reports in respect of Management and statutory audits; and
o Submit audited financial statements as per the required deadlines.
o Administration

Job Requirement
• Minimum Bachelor degree in Finance & Accounting, or related field; Master’s is a plus;
• At least five (5) years of work experience as an accountant (project related is a plus);
• Knowledge of financial reporting and accounting system;
• Knowledge of MS Office and Accounting software;
• Ability to work well in a team, flexible, accountable, and strong commitment;
• Take initiatives and be able to deal with all financial and administrative related issues;
• Ability to work effectively under pressure.

Job Description
• Coordinate and facilitate with relevant ministries, agencies and stakeholders on data collection for supporting the development of the Master Plan;Mobilize efforts of relevant ministries for the development, review/ revision and reinforcement of the Master Plan;
• Conduct research and analysis on the policies/measures in the master plan, and subsequently summarize and report the implementable and non-implementable policies/ measures to the Project Management Unit;
• Facilitate the inter-ministries meetings and workshops on the development, review and revision the Master Plan;
• Critically analyze the strategic inputs and ensure that they are accurate and reflective of the project’s objectives;
• Serve as a Monitoring and Evaluation focal point for monitoring the progress of the development of the Master Plan;
• In collaboration with relevant ministries, manage the preparation and timely submission of the required annual report(s) to relevant stakeholders;
• Carry out technical filed missions and provide technical policies-related support to the Project Management Unit; and
• Execute other duties assigned by the PMU.
Job Requirement
• Master’s Degree in Public Policy, Economics, public administration or relevant degrees;
• Five (5) years’ experience in policy development areas for local, state, national, and international government agencies;
• Three (3) year’s experiences in multi-stakeholder coordination with ministries, agencies, developing partners and international stakeholders.
• Proficiency in Khmer and English; Chinese is a plus;
• Excellent communication skills; and
• Expected Personalities: passionate, confident and responsive.
