TP Moral Construction and Development main office located in Phnom Penh, is seeking a talented and dynamic candidate to fill the position of MEP Quantity Surveyor (QS).

Due to continual growth, we are looking for an established Surveyor with a proven track record of the commercial delivery. S/He will manage the costs on construction projects with a strong focus on the mechanical and cost engineering processes from the design to the procurement to the implementation of the build. You'll be working collaboratively with specialist sub-contractors as well as the Design, Planning, and Construction teams to achieve commercial budgets.
The successful candidate will be an astute and ambitious Surveyor, capable of reading drawings, understanding contracts, legal compliance, procurement, and commercial governance. You'll also be involved in risk management, cost forecasting and reporting
II. Duties & Responsibilities
- Oversee and assist with the preparation of Contract procurement, tender documentation, tender evaluation, value engineering and cost awareness and management, post contract management.
- Provide clear analysis of situation and evaluation of cost and commercial data arising from different areas and factors of development and provide appropriate cost management solutions.
- Understand the processes and procedures used by any projects under TP Moral Construction and Development that we are working within and assist in their development and improvement.
- Collate actual costs in accordance with the respective work breakdown structure and capture all cost base requirements.
- Co-ordinate the taking-off and preparation of bills of quantities for presentation and approval by Manager specifically the MEP functions.
- Provide alternative design input for the MEP function of the Projects. - Perform risk, value management and cost control.
- Prepare and analyse tender returns and perform evaluations.
- Prepare the monthly assessment of Contractor valuations and providing recommendations and substantiation to line manager.
- Undertake assessment including measurement and rate review of any Variations received and provide recommendation to HOD.
- Preparation of final accounts in a timely and accurately manner.
- Collate financial information for audits and cost assurance processes are followed.
- Provide site visits, undertaking photo and condition surveys combined with actual site measurements to record progress, QA, and QC.
- Review and comment on schematic drawings providing breakdown and recommendations.
Job Requirement
Good understanding of MEP specifications, products, and processes to liaise with in-house MEP managers on alternative solutions.
- Ensuring compliancy with both local and international building code and
practices for MEP.
- Strong understanding of fire code and regulations within all sectors of
construction.
- Understanding of local utility and authority organizations including
electrical, infrastructure and building components.
- Responsible to maintain work timescales and communication with internal
hierarchy keeping all team members actively updated.
- Work collaboratively with QS department, ensuring deadlines and targets are
achieved.
- Provide specialist input to the project department on MEP related problems
along with potential proposals for solution.
- Assist with administering the contract including timely issue of early
warnings and contractual notices, ensuring that the relevant parties are
kept informed.
- Ensure that the supply chain is engaged appropriately with the correct
contract terms and conditions.
- Maintain good relationships with clients, consultants, suppliers, and
contractors.
- Assist QS department in subcontract letting, negotiation and financial
accounting.
- Lead cost meetings to review change order statuses with the contractors and
client representatives
- Advise clients on cost impact of alternative designs for mechanical and
electrical systems
- Bachelor / Master’s Degree in Civil Engineering / Architecture or
Construction Management.
- Diploma in Quantity Surveying and/or RICS Member and/or PMP Member would be
an advantage.
- Having at least 5 years’ experience in the field of Cost Engineer, Quantity
Surveyor, Project Controls, or similar successful positions in building
projects in Cambodia or internationally.
- Having experience and knowledge on the national and international building
best practices in Construction Management or Building Sciences,
Contractor/Subcontractor Management.
- Knowledge of building and construction technology, processes, materials,
business, and legal matters. BIM experience or knowledge would be an
advantage
